The White House Faith-Based & Community Initiatives

One of the first initiatives that President Bush started in his presidency, the Centers for Faith Based and Community Initiatives exists as an advocate of FBCOs within eleven cabinet departments including:  USAID, Health and Human Services, Housing and Urban Development, Education, Labor and Justice.   Seeks to implement strategies supportive of FBCOs by eliminating barriers to their participation in pursuing federal grants.  Website refers to “leveling the playing field” through “an array of regulatory and policy reforms, legislative efforts, and public outreach to FBCOs.”  For example, through the Health and Human Services Department, almost $10.5 million was awarded in FY 2005 to community based abstinence programs.  A year-end report disclosed that 10.9% of government funding for Selected Agencies in FY05 was awarded to FBOs.  ($2,154,246,246.00) There are seven centers for the faith-based initiative: in the Department of Health and Human Services, Department of Education, the Department of Justice, the Department of Agriculture, the Department of Labor, the Department of Housing and Urban Development, and the United States Agency for International Development.

The initiative recently (Oct, 2007) hosted a conference: “Faith Based and Community Solutions to Combat Human Trafficking” as part of the Compassion in Action Roundtable series.  Jay Hein is Deputy Assistant to the president and director of the office of Faith-Based and Community Initiatives.

Part of the above mentioned White House initiative, this website reflects and assists the effort of USAID to support faith and community-based organizations identified as “strong, effective and efficient,” in their campaigns for funds, as directed by executive order 13280.  Part of a larger goal of creating a “level playing field for faith and community based organizations to compete,” for funds.  Website offers information on funding and partnership opportunities with the government and other FBCOs.  Terri Hasdorff is the Director of USAID.
