Washington, D.C.- based think-tank and a member of the Association for Public Policy Analysis and Management, UI promotes “sound social policy and public debates” by implementing four strategies:  data analysis, policy research, social programs and services evaluation and public education. The president is Robert D. Reischauer and Joel Fleishman is Chairman of a board of 15, one of whom is Robert McNamara, which oversees a multidisciplinary staff of nearly 400 who work in nine separate divisions (one of which is titled non-profits and philanthropy,) in all 50 states and over twenty five countries, largely in eastern Europe.  IRS form 990 (2005) reported almost $50 million received in government grants, as opposed to just over $28 million from public sources.  For FY 2006, center’s expenditures totaled over $72 million.
